I got this resolved only after filling a ticket through FREE support plan under "Quota request for Cloud Services" and attaching a text file with the request to increase the email quota as mentioned here under Request an email quota increase
Unable to add multiple MailFrom addresses on Azure Email Service

The Add button is disabled. We followed these guides and none worked:
We cannot send an Azure Support Request Ticket, without a paid support plan.
