Does workload profile environment with only the Consumption profile enabled support User-defined Routing (UDR)?

I have read through all of the documentation related to networking in Container Apps, and one thing that I find that the documentation does not make explicitly clear is where a Container Apps Environment that is enabled for Workload Profiles but that only has the Consumption profile enabled would support User-Defined Routing via Route Tables.

I have deployed a Container App just as described above and have found that even though it can perform a successful DNS lookup of an Azure SQL Server that I have in a different network spoke on my hub-and-spoke VNet architecture, it gets stuck during a traceroute to that same SQL Server; the Container App only uses a link local address (169.254.x.x) and does not listen to the routing of the Route Table that I have associated to the Container App Environment's subnet and placed a rule to route all traffic to the Hub's firewall.
