It seems that the issue you encountered might be related to a deactivated subscription still being listed in your Azure environment. Even though you selected your active "Pay-As-You-Go" subscription, the system might have been trying to reference the expired or deactivated one.

If the expired subscription is still present in the list, it might cause conflicts during resource creation, as Azure may not fully de-register or disregard them until manually cleared. Try removing or deactivating the old subscription entirely from your environment. This should allow the validation to pass and enable you to launch your Databricks workspace.
If you've already deleted the old subscription and the issue persists, I recommend reviewing your Azure subscription and permissions to make sure everything is set up correctly. Also, verify that your subscription has the necessary permissions and quotas for creating Azure Databricks resources.
