Welcome to the Microsoft Q&A and thank you for posting your questions here.
If you are currently using the Azure portal, Azure CLI, or Azure PowerShell to manage Azure SQL Database, you need not to take any action. Customers who are using the API directly, they need to check if they are specifying the 2014-04-01 version in the URL of the API they are currently calling and need to take action.
