Intune- iPhone enrollment via Company Portal errors

Hello, We are enrolling iPhones into Microsoft Intune using the Company Portal app. We have had successful enrollments but have run into some errors with one device. We have also had successful enrollments after this device did not enroll properly, so it is not a setup issue. When trying to enroll, we are getting these errors:

  1. ui profile installation is disabled by a restriction
  2. the profile must be installed using a device management tool Not finding much in Microsoft documentation or anywhere else.

Already tried:

  • restarting the device
  • deleting and reinstalling Company Portal
  • ensuring there was not another MDM profile in VPN and Device Management
  • ensuring content and privacy restrictions were NOT enabled
