I can't create a Machine Learning Workspace

Whenever I try to create a Machine Learning Workspace, the following error is displayed upon the creatin of a Storage Account: The selected subscription does not have permissions to register the resource provider. I tried creating a new storage account, but another error message says "validation failed. Missing or invalid required information".
I have a trial account (which was supposed to have all features unlocked) by MINISTÉRIO DO TRABALHO E PREVIDÊNCIA. Any clues?

Sempre que tento criar um Workspace Machine Learning, o seguinte erro é exibido na criação de uma conta de armazenamento: A assinatura selecionada não tem permissões para registrar o provedor de recursos. Tentei criar uma nova conta de armazenamento, mas outra mensagem de erro diz "falha na validação. Informações necessárias ausentes ou inválidas". Tenho uma conta de teste (que deveria ter todos os recursos desbloqueados) pelo MINISTÉRIO DO TRABALHO E PREVIDÊNCIA. Alguma pista?

    Unfortunately, there is limitation in some services and free tiers don't have sufficient permissions to register certain resources.

    Due to high demand for some services, availability is limited for customers using free/benefit subscriptions.
