I am taking that this is not about migrating or replacing an old distribution point and only about removing it from the ConfigMgr site infrastructure. If this is the case and you don't care about the site information on the dp and stored data, then you can simply delete it from the ConfigMgr console. If you do care about the site information and the stored data, then the dp will need to be online for it to be removed all the way.
How to completely delete an old distribution point
I have several distribution points. One of them is an old Windows 2012 server and has been offline for months. I want to delete this old distribution point completely. Do I need to power it on to uninstall the distribution point? Or just simply delete the distribution point role from the console?

Agree with @Rahul Jindal [MVP] .You can just simply delete the distribution point role from the console, and you don't need to power the old distribution point on.
One more thing I suggest is to go through and remove this old distribution point as a content location on all packages that are there, to make sure there isn't any remaining trace of it. Also remember to update your boundaries and boundary groups if you need to.
