Win11 24H2 Update Causing Selenium VBA Scripts to Fail

After updating to Windows 11 24H2, Selenium VBA scripts are unable to open the browser and return runtime error -2146232576 (80131700). The .NET Framework version is 4.8.1. Both the ChromeDriver and Selenium Basic versions are up to date, and they have been reinstalled multiple times. The EdgeDriver also exhibits the same issue.
