my free trail account doesn't let me create dev box definitions

I tried everything, nothing worked, it doesn't let me create dev box definitions. It gives me error "devboxdefinitions cannot be created in the westeurope region at this time, because the resource quota has been exceeded in that region. Please request a quota limit increase. https://aka.ms/increase-quota". Now to request quota increase i need a paid account. If i can't test drive dev box then why even give test accounts? I tried every region, every region has the same problem. I contacted my microsoft rep but no answer yet.
