Can't create workspace in Partner Center to upload my app to MS Store
Sorry if it's off topic, but it's impossible to get help from an appropriate team, because their support form has an issue - you can't ask them until you have a workspace, but the problem itself is to create that workspace. That problem exists for a year or more, nobody wants to fix it. I just want to pay Microsoft my money, and they don't want to take it...
The error code is 715-123225 and transaction ID: c3becb11-1702-40f8-9d51-2db127d3caab. Correlation ID: 9de95701-3248-4d0e-a595-700a58567a56

2025-01-08T10:11:03.1466667+00:00 Initially all the fields were filled in correctly - I checked them several times, the address was the one the system suggested, "Accept and continue" was available to press. After the first attempt the page was just loading several minutes with no result, after the second attempt I started to get that little error code on the bottom of the first image with no description and the phrase "Try again", later I started to get the error on a new page: "MS runs on trust" from the second image.
I assume the problem could be connected to how the system processes my phone number and resolved by using mobile internet instead of Wi-Fi as suggested here: https://answers.microsoft.com/en-us/microsoftedge/forum/all/i-cant-add-my-phone-number-try-another/81795dbf-f9b0-4340-a02a-f6d225bab5ac
But it seems like I am blocked now, and I have the same result on my smartphone. -

After the first attempt (but I don't remember it well already) Partner Center was opened, I thought I already made it OK, but there were no workspaces and now I am trying to create a workspace in Partner Center manually which means I open the page with the same form just using another way - pressing that plus sign button instead of using URL. In this instruction from learn.microsoft.com on the bottom it's also said that there's a known problem with some locales, so I can assume the problem is that both Kazakhstan and Russian numbers start from +7, or something like that. -

Times go by and I already created both company and personal accounts in Partner Center, it was not intended, I didn't realize i was creating a company account at first, and that was after all my attempts to register in partner program and to create a workspace using my personal account failed, so I have just tried to sign in using another link and thus created a company account.
But with a company account costs are higher, and I actually have no company in reality, so I deleted it today and removed all tenants, but when I try to register to a partner program with this link: https://aka.ms/partnercenterregistration it shows me company name here:
, and asks me for a high price as for a company employee, but that company account was destroyed already, and when I view it here organization name is empty:
How can I fix that and avoid being considered as a company worker?

I described my every step, I've sent you the link you are sending me and said that it was the first thing I've done - followed those steps, and I follow them now too, which you can see on the screenshots, don't you see that despite I'm using my personal account the system wants to sell me an employee account, the 'Company' checkbox is default and I can't change it? The only thing I've done wrong is that I created a corporate account in Partner Center accidently, but it's not 100% my fault, because the system doesn't say you are creating a corporate account, it just suggests you to become a partner, and I created that account on the 2d day of your silence, so all my comments before that moment are still valid up to Jan 9 when I said "Hello, I've already tried all that. Asking Copilot is no help - it redirects me to Partner Center where I cannot ask a question untill I have a workspace.", and now I've already deleted that corporate account. If you have an access to my settings, please watch them to find what's wrong and try to reproduce the issue. And by the way isn't it a bug that you don't allow Kazakhstan phone numbers to register? The system should process the chosen country, not the number predicate (+7). Shouldn't you make a bug report? Or should I make it? Ok, than send me instructions how to make that bug report. Isn't it a bug that the system doesn't print an error description about not supported country in partner center, despite it says exactly that if you try to change your number in profile settings on https://account.microsoft.com/ Isn't it a bug, that when you print exactly the same address as suggested by copying it the system still says it differs and lets you choose a suggested one? Isn't it a bug, that when you change e-mail address or name on that very form to register dev acc the system doesn't says you that there's an error or any error description, but disallows 'Accept and continue' button instead, why anybody should guess what the system considers as wrong, if it can be any line of input? Isn't it a bug, that when you switch between Chrome and Telegram (maybe between other apps too) the page just loads an error page as if it was disconnected, whereas all other tabs continue working fine and connection is OK? Isn't it a bug that when you try to reload a Log In screen once it reloads again and again in a infinite loop? -
