I cannot get any help on the phone, and in the Partner Center I cannot pick a workspace to write a support ticket. We get either this:

Microsoft runs on trust. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked. If you require further information please reach out to Microsoft support with reference number: 715-123160 and transaction ID: b201338b-14f4-4c2b-b9ef-f99ffd9b2c49.

Correlation ID: 5839a385-c70d-4e1f-b6ca-b53df129feee

or this:

{"code":2100,"description":"A legal entity matching the request payload already exists when creating the legal entity.","data":[],"source":"PartnerAccountEnrollmentApi"}

And this is the first time we are trying to enroll. What do we do?

If you're unable to enroll as a Microsoft Partner in the Partner Center, here are some steps to troubleshoot and resolve the issue:

    1. Verify Your Account Details
    • Ensure you're using a work or school account (Azure AD account) instead of a personal Microsoft account.
    • Check if your organization is already registered—duplicate registrations can cause issues.
    1. Check Your Region and Eligibility
    • Microsoft Partner Program enrollment may have specific regional requirements.
    • Confirm that your country/region is supported for partner enrollment.
    1. Clear Browser Cache & Try Another Browser
    • Sometimes, browser cache or cookies can cause login issues. Try clearing them or switching to another browser (e.g., Edge, Chrome, or Firefox).
    1. Confirm Your MPN ID & Legal Business Verification
    • Ensure your Microsoft Partner Network (MPN) ID is correctly linked.
    • Microsoft performs a legal business verification—check if your business details (name, address, and tax information) match official records.
    1. Check for Admin Permissions
    • You must have Global Admin or Account Admin permissions in your organization's Azure AD to complete enrollment.
    1. Contact Microsoft Support
    • If none of the above steps work, raise a support request via the Partner Center:
    • Go to Partner Center Support
    • Select Account Setup & Registration

It sounds frustrating! Sometimes enrollment issues in the Microsoft Partner Center are caused by account verification delays or missing documentation. Make sure all required fields are correctly filled and try clearing your browser cache or using a different browser. Hope it gets resolved soon!
