The error is quite generic so please check the following:
DPM user has access to SSRS
SSRS is reachable from a remote server (try to ping it from the remote server)
There's any firewall between DPM and SSRS? If so, then allow the SSRS traffic to pass.
only need to allow TCP traffic for port 80 (default port).

    Do the following:
1.. In the Services console, ensure that the status of World Wide Web
Publishing Service is Started. If the service is not started, right-click
the service, and then click Start.

2.. If the World Wide Web Publishing Service status is Started, or if
starting the service does not resolve the error, check the status of the
    Default Web site.
To check the status of the Default Web site

1.. In Administrative Tools, open Internet Information Services (IIS)
    Manager.

2.. In the navigation pane, click Web Sites.

3.. In the details pane, ensure that the State for the Default Web Site
is Running. If not, right-click Default Web Site, and then click Start.

4.. Close and then reopen DPM Administrator Console.

    Hi anonymous user,

    Reports url not working

Do you mean that you couldn't run http://localhost/Reports?

If yes, please check the error message in error log.

    Path should be:

In SQL Server Reporting Services 2016 or earlier: C:\Program Files\Microsoft SQL Server\MSRS13.MSSQLSERVER\Reporting Services\LogFiles

In SQL Server Reporting Services 2017 later: C:\Program Files\Microsoft SQL Server Reporting Services\SSRS\LogFiles

The error code 3013 seems to be related with IIS, see here.

As you said that you couldn't find IIS in your server.

You may follow the below steps for a try.
There in Program->Programs and Features->Programs and Features->Turn Windows Features on and off. Click on Windows Features on and off. Click Checkbox Internet Information Services and Click Ok Button.

Then go to Control Panel->System and Security->Administrative Tools. There you will find IIS.

And try to check the status of the Default Web site:

a.In Administrative Tools, open Internet Information Services (IIS) Manager.

b.In the navigation pane, click Web Sites.

c.In the details pane, ensure that the State for the Default Web Site is Running. If not, right-click Default Web Site, and then click Start.

d.Close and then reopen DPM Administrator Console.

DPM is currently not supported in the Q&A forums, the supported products are listed over here https://learn.microsoft.com/en-us/answers/products (more to be added later on).

You may also raise the issue to this forums for more suggestions with dpm.

    anonymous user

As understood - Db and DPM on same server. This was working earlier and now stopped from past 1 month.
    SQL Services already restarted.

Further Steps I could suggest is :
Reboot system once. If this does not work then steps of repairing the DPM Db is suggested. (for steps --> https://jackstromberg.com/2019/03/dpm-2016-reporting-services-server-cannot-connect-to-dpm-database/ )
