Communication Service Phone numbers not eligible with Startup subscriptions

Hi team,

We're trying to register phone numbers to be used as SMS for our app, however is getting an error message "Your current subscription is not eligible for Public Switched Telephony Network (PSTN) and SMS products."

Is startup subscription not able to register for phone numbers?

    To acquire a phone number, you need to be on a paid Azure subscription. Phone numbers can't be acquired on trial accounts or by Azure free credits.

    Phone number availability is currently restricted to Azure subscriptions that have a billing address in supported regions. To see all the supported billing locations, visit the subscription eligibility page.
