AFAIK, a single OEM license cannot legally or technically be used to activate 25 VMs, as OEM licenses are strictly tied to the physical hardware they are sold with and are not designed for widespread virtualization use. While an OEM Windows Server Data Center license theoretically allows unlimited VM activations on the same physical server, it is valid only if the hypervisor (or host) running the VMs is Windows Server itself. For non-Microsoft hypervisors like Oracle Linux KVM, using an OEM license to activate VMs is generally not supported and may violate Microsoft's licensing terms.
