Reset MFA for all users

Is there a way to force all users to re-register there MFA when we use the Conditional access to configure MFA for our users?

I say conditional access specifically cause if you look at individual users they show mfa disabled. What would be the best way to accomplish this task with MFA configured by conditional access?

    If you are using a CA policy to enforce MFA, any users who have not set up MFA will be forced to do so once they authenticate if that is what you are asking.
