I understand your frustration.
Password-protected tables do have a risk of being hacked. For added security, you can use more complex passwords and change them regularly. Also, consider using sensitivity labels and information protection features in Microsoft 365 to further protect your data.

Currently, OneDrive really can't block downloads for personal accounts. You can restrict access to files by setting sharing permissions, but that doesn't completely prevent downloads.
