Could you please try this troubleshoot steps to resolve the issue
- Reset the connection.https://learn.microsoft.com/en-us/azure/vpn-gateway/reset-gateway#connection-reset
- check the check the IKE logs on on-prem device.
- Most of the cases gateway will not respond on this scenario need to check with your on-prem VPN device.
