We have Standard_D12_v2 First scale out configuration: The cluster got more than 90% CPU and didn't scale to 4 instances, instead it was down. We tested also a Second configuration , custom auto scale rule CPU > 80% Same issue. Cluster never increased to 4 instances.

As per my understanding you are trying to horizontally scale out the data explorer cluster , however , it is not able to reach the maximum instance count of 4.

Instance count for Optimized auto scaling might depend on several factors like CPU utilization , load balancing etc. If you want the instance count to be static to 4 , you can select the manual scaling . The cluster setting would remain unchanged to 4.
