Unable to publish custom model, even though translator resource is available.

I trained a custom model using the custom translator portal. Whenever I try to publish a trained model, I get the error message "You need a paid global Translator Text API subscription to deploy a model."

However, the workspace is connected to a translator resource (otherwise I couldn't have created that workspace in the first place), which is set to global.

No other error messages are anywhere to be found.

    A paid subscription is a S1 tier or higher or a C2 tier or higher.
