Where did the issue occur? On Outlook Desktop Client or Microsoft To Do App?

How did you delete? Could you describe more?
Based on my research, if you have deleted individual tasks from the list, you can go to the deleted items to find them and restore them by going to right-click and move them to the task list.However, if you have deleted an entire task list directly, it may be difficult to recover them, as far as I know, this is a permanent operation, it is deleted. (Note: Please check your settings to ensure the Confirm before deleting option is turned on to avoid mis-operation next time.)
If you have had a backup operation before, maybe you can try to restore from the backup, or try to contact Microsoft To Do support team (hstodo@microsoft.com) for further assistant.
