How to publish Outlook add-ins on AppSource?

First, based on the submission guide found at https://learn.microsoft.com/en-us/partner-center/marketplace-offers/add-in-submission-guide, I opened the Microsoft Partner Center. In my Microsoft Partner Center -> Overview, under New offer, there is no option for an Office add-in. My screenshot is as follows:User's image

I would like to know if there is a step I did not complete successfully, resulting in the New offer options being different.
