Is Azure Communications Service available in India billing region

I have a azure subscription ID with india as billing region and i would like to use the azure communication service from this subscription but it throws the pop that says

Unavailable for this resource

Your current subscription is not eligible for Public Switched Telephony Network (PSTN) and SMS products.

"""

when i try to buy a phone number..... please help regarding this

    Numbers can be purchased on eligible Azure subscriptions and in geographies where Communication Services is legally eligible to provide them. The capabilities and numbers that are available to you depend on the country/region that you're operating within, your use case, and the phone number type that you've selected. These capabilities vary by country/region due to regulatory requirements.

    Please check this link- https://learn.microsoft.com/en-us/azure/communication-services/concepts/numbers/sub-eligibility-number-capability which contains a dropdown for all eligible locations and India is not in the list for now
