Can I use Microsoft Exchange 2019 SAL licenses and CAL licenses in the same Exchange environment?

Basically, can i have a mix of our company's purchased perpetual volume licenses (not used previously) and for another list of users use the subscription based from a SPLA provider?

this is for the same Exchange environment/deployment.
