Can not use assistant feature because of exceed rate limit but I have not use any API yet

I am using $0 pricing tier with free $200 credit. I have an gpt-4o-mini deployment. I created an assistant with that deployment but can not use it. Every time I create a run I will get rate_limit_exceeded: Rate limit is exceeded. Try again in 86400 seconds. RunId: xxxx:. But I have not use any API to create run yet. And why I need to wait 86400s? The number do not even decrease, the error always popup with 86400s. Is that a bug or something? Can anyone help me. Thank you!

Consider modifying rate limits or expanding your deployment. Additionally, inspect for any unintended calls that might be accessing the endpoint, and review your logs to identify any patterns.
