Safe To Delete "Azure Subscription 1" Subscription?

I have two subscriptions with one called "Azure Subscription 1". All of my resources are located in the other subscription with "Azure Subscription 1" showing no resources. Both subscriptions show the same billing invoices. Is it safe for me to delete "Azure Subscription 1"?

If Azure Subscription 1 contains no resources and both subscriptions share the same billing invoices, it’s safe to cancel Azure Subscription 1.
