Fix for "We couldn't finish MDM enrollment. Error: 0x80180005"?

Our computer are Auto-pilot provisioned by Dell. Logging in to the OOBE as an organization user works fine for Intune/MDM enrollment. However when attempting to pre-provision with no user login, I constantly run into "We couldn't finish MDM enrollment. Error: 0x80180005". I've tried with at least 5 different PC's on internal and external networks and get the same result.

Steps taken:

  • connect to external network
  • Reset PC
  • Remove from Auto-pilot assignments and re-add from .csv
  • Clean installation of Windows

Same result after each.
