AAD B2C user Email authentication methods always disabled

It seems Email is always "Disabled by policy" and it's not possible to change the policy for B2C.

Although it says "Non-usable" here, I tested and confirmed that email can be used to authenticate for MFA or password reset.

Is the portal displaying things wrong?
