Or do you just want to check if the device is in motion. You can also consider the Locate device feature in Intune, because it collects information about a device's last known location every 8 hours, or when a device checks in with Intune.

For blocking it, could you confirm us if you are trying to prevent the device from moving or preventing the device from accessing company data, for preventing the device from moving, there is no relevant feature in Intune, for preventing the device from accessing company data, you can consider Conditional Access Policies.
