Our Certificate server stops issuing certificates, and needs to be rebooted to resolve

We are seeing our certificate server stopping issuing certificates. When it does we notice Error 22 entries in the application log, saying that the log file is locked. Rebooting the server resolves the issue, but we would like to try and stop this happening. Any idea on what could be locking the file.
