Office 2019 Standard - Outlook "Not Implemented" error when send/receive

Hello,

It's been a while that i encountered this problem but for now i just solved with a workaround, not a final solution. There is no difference in which Windows version is (10 or 11), it happened every month and now from only 2 Pcs with this problem we arrived at 4 Pcs..

Is there a solution to solve definitively this problem? Because it is reeeally annoying.

The problems I found:

  • Outlook give "Not implemented" when trying to use send/receive button;
  • Disinstallation does not go well, error of something like "Could not access/Do not have permission to some important files";
  • Online repair do not go on for the reason described before;
  • If I try to reinstall after "disinstall" it after the error, it gives "Make sure to have an internet connection" error;
  • There are two Office 2019 install on the Programs list: one normal and one *.proof;

My "solution" is:

  • Uninstall Office with the Office Removal Tool that now i see that is unavailable and insted I need to use the Get Help app;
  • Restart PC;
  • Go to "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office" an remove the "ClickToRun" key (change authoritations if cannot delete);
  • Restart PC;
  • Reinstall Office and disable updates (seems to be less frequent if I disable the updates).

Is there a solution? Thank you for the help!

    No need to uninstall/reinstall, just set Full Control permissions for the Users group on the registry key:

    HKLM\SOFTWARE\Microsoft\Office\ClickToRun\REGISTRY\MACHINE\Software\Microsoft\SecurityManager

    Open Regedit (Make sure you are admin) Go to the path above in the reigstry. Right-Click on “SecurityManager” and select “Permissions“ In the permissions window, look for the “Users” group and make sure Users have “Write” access. Click the Apply to make sure the settings take.

    Since normal uninstallation isn't working, use the Microsoft Support and Recovery Assistant (SaRA) to force-remove all Office installations.

    After using SaRA, manually check and remove leftover files:

    Navigate to these directories and delete any leftover Office-related files:

    C:\Program Files\Microsoft Office

    C:\Program Files (x86)\Microsoft Office

    C:\ProgramData\Microsoft\Office

    C:\Users<YourUsername>\AppData\Local\Microsoft\Office

    C:\Users<YourUsername>\AppData\Roaming\Microsoft\Office

    In Start Search type Regedit and press the Enter key.

    Navigate to these keys and delete any Office-related entries:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office

    HKEY_CURRENT_USER\Software\Microsoft\Office

    Reboot.

    Reinstall Office.
