One thing to keep in mind that you have some aggregation happening depending on how your alert rule is configured and there is some aggregation as well done when you open Metrics view for that metrics. Most likely the difference that you see is caused by those aggregations being different. It is unlikely that there is a wrong value. In case you think that everything from your perspective is correct best is to open Azure Support case as there is no other way outside person to figure out the problem. In order to get notification for resolved alert instance the alert rule needs to be configured with automatically resolved (stateful) option enabled. If that is not configured the alert instance will never be resolved and thus you will not get e-mail with resolved state. If you have configured the alert to be stateful the resolved state notification will come when the threshold is no longer met for specific period of time. If I remember correctly 3 times in a row the threshold should not be met for the frequency of the configured alert rule.
