Looks like the issue is more related to Microsoft Money Plus Deluxe. Please kindly understand that the Exchange Online tag here we mainly focus on general issues about Exchange.
According to my personal understanding, Microsoft has discontinued online activation support for the software. You can use Microsoft Money Plus Sunset Deluxe, which is a version that doesn't require activation but is functionally similar to the previous version.
