I am following this guide by Gary and trying to make sure the notification icon always remain visible. Can this be done?

It seems your question is more related to the windows notification settings.
Did you try it and it did not work?
Because "in general", I trust Gary's guides. In looking at my lab, all the options and settings he mentions exist in a Task Sequence, so I have no reason to doubt the instructions.
I did and the instruction are accurate, however what I am trying to achieve is the notification icon always visible, it seems to go back to be hidden if I click remind me in 4 hours.
I am trying to keep it out of the hidden area at all times after the first pop up, it seems to go back in hiding sometimes...
