I am not able to assign contributor permission to the new user

I am trying to assign a contributor permission for the new user created , for pay as you go subscription

To assign contributor, You must have the Owner or User Access Administrator role at the subscription level. See steps here: https://learn.microsoft.com/en-us/azure/role-based-access-control/role-assignments-portal-subscription-admin

Based on the information provided, it seems that the Add role assignment option is grayed out and disabled. This typically occurs when your account does not have the necessary role permissions for the subscription or resource in Azure.

To confirm, check if you have any permissions assigned at the subscription level. If permissions are assigned, what specific role do you hold on that subscription? Note that being a Global Administrator will not grant the ability to assign roles.

To assign Azure roles, you must have:

• Microsoft.Authorization/roleAssignments/write permissions, such as Role Based Access Control Administrator or User Access Administrator
