When I try to invite guest users from other region tenant(China) I got following error

User invitation failed
This invitation is blocked by cross-tenant access settings. Administration for both your organization and the inviting user's organization must be configured to allow invitations in cross-tenant access settings

Do I need to configure B2B collaboration setting?
I though I dont need to configure B2B setting for just guest invitation though........
