Setup Calendar Sharing between Office 365 tenants

With our hybrid tenant we want to share calendar free/busy information with another Office 365 tenant that is fully online. Both tenants created a New OrganizationRelationship with the following command:

New-OrganizationRelationship -Name "respectiveName" -DomainNames "respectiveName.com" -FreeBusyAccessEnabled $true -FreeBusyAccessLevel AvailabilityOnly -TargetApplicationUri "outlook.com" -TargetAutodiscoverEpr "https://autodiscover-s.outlook.com/autodiscover/autodiscover.svc/WSSecurity"

However, only the Exchange Online Only Tenant can view the calendar from the hybrid tenant. The hybrid tenant cannot view the other tenants calendar free/busy information. What is the issue?

    Based on your description, it seems that you have set up the organization relationship correctly, but there may be some problems with the configuration.

    In order to better solve your problem, I need to confirm a few questions with you:

    1.What version of Exchange server are you using in the hybrid?

    2.Can't Exchange Online Tenant see the calendars of all hybrid tenants?Can they see the calendar information of Online tenants in hybrid?

    3.Can on-pre tenants and online tenants in Hybrid see each other's calendar information?

    4.There seems to be something wrong with the link you provided. Could you please provide it again?

    1.) Version is Exchange Server 2016; Version 15.1 (Build 2507.6)

    1. The mailboxes of the hybrid tenant are in the cloud. The Exchange Online Tenant can see the calendars of our hybrid tenant. Hybrid tenant does not have any mailboxes on-prem - they are all in the cloud. Hybrid tenant cannot see the mailboxes of the online tenant.

    3.) Hybrid tenant does not have any on-prem calendars. They are all in the cloud.

    2. The mailboxes of the hybrid tenant are all in the cloud. There are no on prem mailboxes. Online tenant cannot see the mailboxes of the hybrid tenant. However, hybrid tenant can see the mailboxes of the online tenant.
