Since you want help in opening a support ticket, I am sharing the steps here:

- Sign into the Azure portal.
- Search for "Help + support" in the search bar.
- Select "Help + support" from the search results.
- Click on Create a Support request
Then type the issue details:
Select the concerned subscription:
Select the ML resource and then select the required option:
Follow the suggestions that get listed, if that doesnt help, you may proceed with the ticket creation:
The below window appears, fill the details:
Once the ticket is created the Microsoft Support Professional should be able to contact you and assist you further.
