Account Disabled After Years of Inactivity

I'm unable to remove the expired credit card or add a new one. I don't have any pending bills, and I can't create a new subscription. I created this account a long time ago, but I believe I've never actually used it. Now, I'm interested in learning and taking a certification exam.

When I try to add a new credit card, I receive this message: "We’ve identified suspicious activity in your account. To protect your account, we’ve disabled it. Please contact Azure Support to resolve the issue." I attempted to create a support ticket, but after dozens of attempts with different options, I only received unhelpful recommendations.

How can I re-enable my account? Thank you in advance.
