The user has the correct permissions to create and manage VMs in Azure Arc. In the Azure portal, the user will need the Contributor or Virtual Machine Contributor role for the SCVMM object. This allows them to create VMs and manage resources through Azure Arc.
Now, the SCVMM "cloud" (where you store your VMs) needs to connect to Azure Arc. In SCVMM, verify that the cloud is properly connected to Azure Arc. This interface ensures that the SCVMM server appears in the Azure portal under "Host environments" and makes it possible for users to create VMs.
Double check that SCVMM is properly integrated with Azure Arc. Navigate to the Azure Arc section of the Azure portal and ensure that the SCVMM server appears as a connected entity. If it is not listed there, it may indicate an integration problem.
In SCVMM you must also ensure that self-service permission is granted for the user to work. Create a cloud in SCVMM that the user can access, and assign appropriate permissions so that a VM can be run on that cloud.
In addition, the Azure Arc agent must be installed on your on-prem servers (managed by SCVMM). This agent allows SCVMM to communicate with Azure Arc and ensures that the server is visible in the portal. Ensure that the agent is installed and running on SCVMM managed devices.
If things still aren’t working, it’s a good idea to check the Azure Usage Logs and the SCVMM Logs to explain why the SCVMM server isn’t showing up or why the automatic VM isn’t running
Once you have gone through these steps, your users can view the SCVMM server in Azure Arc and create VMs on-prem.
