I understand that you're having trouble with the Microsoft Authenticator app. Based on the information you provided, it seems like you're stuck in an authentication loop and unable to access your account.
Since you mentioned having no contact with your institution's administrator. However, if you can reach out to them, request a reset of your MFA settings. This will allow you to set up a new Authenticator app. Manage authentication methods for Microsoft Entra multifactor authentication - Microsoft Entra ID | Microsoft Learn
After the reset, you'll be prompted to reset your authentication method when you sign in to your account the next time. Then, after re-configuring the Authentication method, you would be able to receive the verification code.
