Explaining the scenario, I have SharePoint 2019 on-premise which I have restarted after a long duration. Once I restart the application has stopped working.

What exactly is happening:

The Site Collection is working fine
Web Application / Site Collection is not opening
If I open Site Settings for the same site, it opens.

Due to you have restarted the SharePoint 2019 server after a long duration, it is recommended that you should install the latest update for SharePoint 2019 server. Then see whether the issue still exists.

Both install following two updates:

Dear Emily,

Both the above recommended patches are already installed on the server? What should I try as this is getting highly escalated from the management as the website is not functional.

Yes, both patches should be installed on the server.

Have you received error message when open the website?

And check ULS logs to find more clues.

If you occur the 503 service unavailable error, please refer this post to solve the error.

Dear Emily,

It does open the Site Settings page, when I open Site Content it appears blank screen and when try to access the root site it redirects to page not found (404 error).

This all happens after restarting the server, before that it was working fine.

One more point I want to highlight here is that the https also expired on the server but we have removed the https bindings on a temporary basis from Alternate Access Mapping and DNS.

Any tip or hint?

Make sure you have removed binding in the IIS.

Try to create a new site collection in a new web application, then check whether the issue exists.

And ULS logs are important to solve the issue.
