Try clearing your browser's cache or using a different browser, ensure your internet connection is stable, and confirm that you have the necessary permissions to upload files in your environment.

Please check the following regarding the error you encountered:
- Check Premium Capacity: Confirm with your administrator that the Premium capacity is active and not paused.
- Refresh the Capacity: If it is paused, it may need to be restarted before you can publish your dataset.
