Please verify that a Global Administrator was assigned when the tenant was created, as a tenant cannot be created without one. Additionally, users with other roles cannot delete the Global Administrator.
In a situation where no one in the organization has Global Admin access to assign roles, Microsoft's Account Recovery and Elevation process is typically the path forward.
Here are the steps you can take to regain Global Admin access:

2. Utilize a Break-Glass Account
If your organization has a break-glass account (an emergency account with global admin rights), you can use it to assign the global admin role to one of your users. If you don’t have one, it’s a good practice to set one up for future emergencies.
3. Please send me an email to 'AzCommunity@microsoft.com' with Sub - Attn: bhdonthu and following details in the email body: along with Tenant ID and Subscription ID.
