1, You do not need to grant users admin permissions to install any software with Configuration Manager. You control the install permissions on the Client Settings in the Configuration Manager console. We can try to set the Install permissions to All Users that allows users with any permission except Guest to install software.
Look for the "Install permissions" section in this official article.
2.Here is another workaround for your reference:
Please set the Installation behavior to Install for system on the deployment type on the User Experience tab. The client will install the application only once with the local system account's permissions and the application is available to all users.
