How to fix the windows server 2019 patching failed after restart multiple times same issue?

I have been manually installing the patching after a reboot, but I still have the same issue.

Run the cmd-sfc/scannow. not scanning some issues, we are still working on checking on it.

Try to run the below DISM cmd

Dism /Online /Cleanup-Image /CheckHealth

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealthUser's image

    Can you manually download and install the cumulative update KB5044277 for October?

    If you can, you don't have to download the previous cumulative update, because the latest cumulative update will take the previous cumulative update and make improvements to it.

    If you still can't install it. Try the following steps to troubleshoot:

    1.Running the update troubleshooter. Select Settings > Update & Security > Troubleshoot > Additional troubleshooters > Windows Update > Run the troubleshooter.

    2.Performing a clean boot. This is a way of starting Windows with only the essential services and programs, which can help eliminate any software conflicts that might interfere with the update process. Please refer to this link: How to perform a clean boot in Windows - Microsoft Support

    3.Restarting the update services. You can do this by using the Services tool (services.msc) and stopping and starting the following services: Windows Update, Background Intelligent Transfer Service, Cryptographic Services, Windows Installer

    4.Check if there is enough disk space available on your system drive. If not, free up some space and try the update again.

    5.Disable any third-party antivirus or firewall software temporarily and try the update again.

    We had the same issue:

    Due to performance issues we disabled the "App Readyness" service.

    After enabling this service the updates succeded.
