    Why can the file content be directly overwritten after modification?

    The identities of "All Users" and "Anonymous" are different. You can find out from their verification methods: "All Users" usually need to log in with their account passwords, while anonymous users do not.

    Therefore, the anonymous identity you use will not match the "All Users" and will not be restricted by the rule for "All Users". You need to set up rules for anonymous users to achieve this:
