@Ethan Chalmers, Thanks for posting in Q&A. From your description, I know multiple tenants have issue to install apps when do Android dedicated enrollment. After researching, I find there's a new setting "Allow access to all apps in Google Play store", please set it to allow to see if apps can be installed.
However, if the issue still persists, please collect the following issue to clarify:
- Did it affect all the Samsung Android devices? Are other Android devices affected?
- Can these apps be installed successfully if we assign them after enrollment?
- What is the device status of the affected devices under the app in Intune portal during the enrollment?
