To clarify this issue, please check the following.
1.What kind of Android device enrollment did you use?
2.How did you assign the configuration profile and apps? As Required or As Available for enrollment? Assigned it for user group or device group?
3.Please check configuration profile status and app deployment status in Intune and try to sync with Intune and wait for some time.
4.Please be sure the login user is the primary user of the enrolled device.
