I checked those pages. I don't own any paid subscription. Before you could do it without it, but when I got back (I had to delete my profile since my previous Sandbox expired), it only states now that
"Thank you for joining. You don't current qualify for a Microsoft 365 Developer Program sandbox subscription."
First MS stated that it was a temporary suspension, but now everything look confusing:

In the event that you see the message, "You don't currently qualify for a Microsoft 365 Developer Program sandbox subscription" you won't be allowed to continue.
