How to create an authorization level authorizing only read-only browsing of folders and subfolders?

How to create an authorization level authorizing only read-only browsing of folders and subfolders of a document library on an SP site but prohibiting the opening of final documents (World, Excel, etc.)?

If there is not this functionality out of the box in SharePoint Online, is there a workaround with customized building methods?
